There have been lots of folks accusing the US of creating isis.  When you stop to see who has been reaping the rewards of the islamic spring those accusers fall flat on their face.

Who signed oil deals in libya and iraq after the spring?  Who landed huge arms deals in egypt, libya, iraq after the spring?

Who stole the natural resources, sea port, farmland and industrial areas in Ukraine?
