Original explanation for down time was doing a backup for conversion testing. I would guess at worst case that takes an hour. Being down for 2+ days sure smells to me like it is a full conversion and when it is back we will be on the new software.
What I would have done.
Build a temp website with new software.
Copy current database
Run database copy through conversion program.
Link converted database to new website
Test the crap out of the new setup. Use volunteers?
Fix problems.
Down the current site.
Copy database
Convert again
Link again
Switch DNS, IIS, etc to new site
Enable.

Yeah, it seems like this isn't being done by an IT professional and instead by the owner himself. This might be a few days still.

The screenshot you posted, I believe was the time that the notice would expire and stop appearing on the top of the page.

This. Every time Kes posts regarding the migration/update, the message has a one month range. The post disappears on that expiration date.

That might be the 'intent'... but you're not thinking of the 'loophole' ...
Can't say you didn't know it would be a month when the date was right there for all to see...
