Taking RAW out of state /transfer

Hey all, first off, where the hell are we? Guess ISIS got the server. Or PP...

Ok, so a few years ago my dad gave me his Colt Sporter upper, and the (RAW) lower has been sitting in a box at his house.

Because it is a RAW, does he have to officially transfer it to me when I move to TX? Or can I just take it? He's misplaced the paperwork if that makes it any more difficult.

there are no laws in TX that im aware of... no registration, cash and carry still legal. my only concern would be CA laws regarding him no longer owning a RAW

would it be legal, in CA, for him to travel to TX when he visits us, and simply leave the RAW with me. Or does he have to file something in CA saying he no longer owns the RAW.

for handguns, can we just fill out the intrafamilial form before i move? is that the easiest way?
