IF someone had purchased a NAMED AR-15 (Match Target) in the 1990's but failed to RE-register it by one month in 2001, as I understand it, they would have to buy/build an OLL and install it with a "Bullet Button" and 10 rd mag to be "Legally" possessed. Understanding that this is not legal counsel, does anyone concur with my conclusion or could comment on it?

If that is a named AR and you did not register it you are in possesion of a illegal AW.

Hypothetically I"m sure they took that named lower receiver out of state during the registration period and decided to build an OLL/bullet button build utilizing it's upper.

Non-hypothetically.  If someone had decided, before the registration deadline, the thing was more trouble than it was worth and stripped his lower of all it's parts, melted it down for scrap, cut it in half and threw it in the Pacific, gave it to a friend in Navada, etc, etd, etc.  All the other parts he then stored in his safe for ever have been leagle all this time as being just parts, right?

NFA considerations aside, AR15 parts are not controlled.

Hypothetically speaking
If it were you that had done this you need to get rid of that lower asap
you can take all the parts out of it as long as its semi auto
go get yourself a bullet button,prince 50 or b-15 kit and and a oll then build it up legal
