I don't have experience with this and you need someone who knows more than me, but my understanding is it will be an ordinary FFL to FFL interstate transfer except it's not on the Roster so you have to have a C&R license. If you have both C&R and COE then you can get more than one handgun (C&R) in 30 days and no 10 day wait.

No, that is incorrect.

ALL C&R handguns are roster exempt. ANYONE can buy a C&R handgun and have it sent to a CA FFL for transfer.

IF, you have a C&R 03 FFL AND a CA COE you are exempt from the 1 in 30 rule on ALL handguns* and exempt from the 10 Day wait on C&R firearms**

*Current CA underground rules have made it so that you aren't exempt from the 1 in 30 rule on modern handguns. There is a case being heard that will resolve this issue.

**Current DROS software will allow a dealer to exempt a transfer from inventory but not for a PPT. A work around for this is for the dealer to take the gun into inventory and then they can use the 10 day exemption rule. Thing is that it would no longer be a PPT and the dealer would not be bound by the $35 PPT fee. In either case you still need to pay the DROS on a handgun but if you are buying a long gun with a 03 FFL and CA COE you can still do C & C but you would need to self register the long gun with the DOJ.
