Yeah, I've heard people say that Obama doesn't have the backbone to do this, but that type of talk is pure politics. The reality is, he (or nato) doesn't want to destroy isis because they are our proxy against Assad. This is the reason why Turkey shot down a Russian fighter bomber earlier this week.
