ammo buying / selling / trading?

I have been a bit out of the loop as far as acquiring ammo.  What are the current rules for

1) buying from out of state vendors and shipped to CA?
2) self-importing from out of state?
3) selling in-state?
4) trading calibre X to calibre Y in person?

I am vaguely aware of the 11% tax and background check, but unclear on when they apply and when they don't.

IIRC:

1.  Ship to an FFL and pay his/her fee.  Or have your 03 C&R + COE.
2.  Illegal
3.  Through an FFL and pay his/her fee.  Or have your 03 C&R + COE.
4.  Illegal

Whenever you purchase or pick up from an FFL you pay the 11%.

Can FFL03 + COE self import ammo from out of state?

How about if someone brings his ammo with him to another state, did not use all of them, then bring them back?

For purposes of importing, you're limited to 50 rounds on return to California if you took it with you.
