Still needs to go through an FFL.
If you have an 03/COE, it can go directly to you.

Yes.
An 03/COE gets you around everything except selling when it comes to ammo.
If you are selling, it can only go to another licensee or to a non-licensee via an FFL.

You can point the DNS for the email servers somewhere else and setup mailboxes on that alternative service.

Sure.
The barrel gets pressed into the trunion with the bolt and a headspace gauge in the trunion.
Then, headspace is checked.
Then, the barrel gets drilled/reamed for a pin.

Now, you remove the barrel so that you can rivet the trunion into the receiver.
After that, you press the barrel back into the trunion until the pin hols is aligned perfecty, install the pin and do one final headspace check.

I always paid the seller directly though and the FFL only charged $35.

I have done a few PPT's in this manner.
When you know the buyer/seller and the FFL and the FFL knows the buyer/seller, it's pretty easy to arrange to have the gun dropped off before the buyer shows up to do his side of the paperwork.
