Seriously, I've never been there but just like Mos Eisley spaceport (You will never find a more wretched hive of scum and villainy. We must be cautious. It's like downtown Philly but worse, blah blah blah.) it's allowed to run and operate by higher powers because they want it to.
I'm pretty sure if you search you'll find stories of drug dealers and other nefarious characters getting busted when they used the dark web. But yet three and four letter agencies might find it useful for multiple reasons.
