Help My AC stopped working

I got a call to bid this job.  went to look at the job and this is what I found.

The metals got REALLY valuable.
People are stealing catylytic converters out of cars now to recycle as well.
LA has a problem with theives stealing the copper wire that runs the street lights in some shady parts of town.

That actually is turning now - The economy has changed that - Demand is down - Up here in our area - Guys are renting warehouse to store the recycled goods for another time -

They just got my dads catalytic converter a few weeks ago.
